About
the Rotherham Schools PFI Project
The
project is to rebuild, re-model and refurbish, 15 schools within
the Borough of Rotherham comprising:
9 primary schools
6 secondary schools
The contract was signed on 13th June 2003 and will provide a comprehensive
service, including maintenance and soft services for 30 years.
The contracting parties to the Project Agreement are Rotherham Metropolitan
Borough Council and Transform Schools (Rotherham) Limited (TSRL).
Transform Schools has let a fixed-price turnkey contract with the
Rotherham Schools Joint Venture for the design, construction and
refurbishment of the schools over a 3½ year construction period.
The Rotherham Schools Joint Venture comprises Balfour Beatty Construction
Limited and Balfour Kilpatrick Limited operating in a non-incorporated
Joint Venture.
The contract for the facilities management services has been let
by Transform Schools to Haden Building Management Limited, a Balfour
Beatty Company. The scope of their contract essentially includes
the following:
- Maintenance
of the built asset and electrical-mechanical plant
-
Caretaking
-
Cleaning
-
Catering
-
Grounds
-
Maintenance
Haden
will be managing the help desk.
Another unique feature of this project is the emphasis on use of
the schools by local communities. The Authority has taken the opportunity
of this PFI programme to specify that at five of the primary schools
there is dedicated space for community use. TSRL is working closely
with the Authority to develop a means of promoting and managing
these enhanced facilities. Watch this web site for further news
on how this evolves.
A dedicated SureStart and Sports and Arts facility have been built
as part of the Ferham school development and at a Young Person's
Centre has been included in the build at Thornhill Primary.
